Every aspect and detail of all government business must be published for all to see, as close to real-time as reasonably achievable. Publishing of as much as possible should occur in multiple media, defaulting to the lowest level of access, namely newspapers. Publishing in multiple media under no overall control will prevent falsification of information or its suppression for political purposes. The only exceptions must be explicit and subject to time limits, definition and deliberate public action. These exceptions must be for those matters that come under 'civil defence'. All suppression of any government information must be immediately and easily challengeable by any person for any reason at public expense.
