Change Management (Ref: i1501)
An act of government, by definition, will create a change for somebody somewhere. This change must be managed to ensure that :
- The changes to all concerned are planned before change itself occurs
- Changes are demonstrated to be possible and reasonable and just and a plan for management of the changes has been drawn up
and agreed by all concerned before it is decreed that the changes in question are to occur
- Change can be prevented, and thus an act of government prevented from happening, if it is shown ahead of time that the consequent
changes are not possible, feasible or just
- The effects on the People are predicted, judged, measured and possible to implement
- The effect on individual people is predicted, judged, measured and possible to implement
- The act of government is implemented as intended
- The consequences of the act of government are predicted, judged, measured and justifiable
- Feedback on laws etc that fail to achieve their original justification is automatic and mandatory and that the feedback is included
in the re-enactment of an act of government when it is due to cease because of its time-limit which was set at design stage of the act
